The arrests come after England boss Southgate urged Three Lions fans not to 'embarrass' the nation as his side prepare to face Germany.
He was asked about the behaviour of England fans ahead of his team's trip to Munich, and insisted that crowd trouble definitely has an impact on the players.
The last time the two sides met was at the Round of 16 stage of last summer's European Championship, where England secured a 2-0 victory. However, some England fans were criticised after chanting World War Two songs before, during and after the clash at Wembley.
There were no England fans at Saturday's Nations League defeat in Budapest, with Hungary having been ordered to play three matches behind closed doors as punishment for discriminatory behaviour by their supporters at Euro 2020.
However, there were more than 30,000 spectators at the Puskas Arena, with the Hungarian FA having used a UEFA regulation that allows children up to 14 to attend for free if accompanied by an adult.
England's players were booed when they took a knee before kick-off, despite most of the crowd being children.
