The Three Lions have come close at the last two international tournaments, and Keane has predicted that they will fall short again in Qatar.
"England will have no problem getting out of the group, they'll be far too strong," the former Republic of Ireland midfielder said.
"(There is) Huge pressure on Harry Kane to produce and I still worry about England defensively and the goalkeeper."
Keane, however, tipped England midfielder Jude Bellingham to be one of the World Cup's star players.
"I would love to see Jude Bellingham have a good tournament," the Irishman said.
"For such a young kid, he plays way beyond his years, looks a good athlete and is mature. He’s getting a good run of games now for Borussia Dortmund and recently started for England against Germany. So, I hope he takes that momentum into the World Cup."
The World Cup begins on November 20 with hosts Qatar facing Ecuador. England have been drawn in Group B with Iran, Wales and the United States.
