Scotland international Naismith has made over 100 appearances for the Toffees since signing in 2012 and is expected to finally get the move that almost took place in the summer but Everton rejected Norwich's approaches.
It's understood that Canaries boss Alex Neil sees Naismith as a key component if he is to keep Norwich afloat in the Premier League after being promoted.
