With the city's obvious Irish connections, McGregor feels he is the natural choice for UFC's first New York event, but reports have suggested that McGregor would not be given a chance to appear in the Big Apple.
"Yeah, that was hard to hear," Kavanagh said. "I really think that's going too far. He was bold, but it wasn't anything that bad. If we get a slap on the wrist for 200, we definitely can't be put on the naughty step for New York.
"As an Irish guy in New York, and the first card in Madison Square Garden, I think Conor will show up anyway, he has to be on the New York card."
